Spend That Capital

Noting that "[s]econd terms are usually not good to presidents," John Fortier estimates that Bush has around nine months (until August, when the 109th Congress recesses) to achieve tax reform and possibly a more ambitious Social Security reform plan. Additionally, the appointment of Al Gonzales to replace John Ashcroft should help the administration's efforts in the renewal of parts of the Patriot Act.
