Will She Withdraw?

Both Bill Kristol and Peggy Noonan call for Harriet Miers to withdraw. It's mildly curious that Kristol and Noonan are relying on the nominee's virtue instead of encouraging an obvious institutional solution such as a Senate rejection (although Kristol mentions that as a possibility too).

A senate rejection with Republicans voting in large numbers against Miers could likely be more damaging to the president, but it could also be a boon for conservatives and give the president confidence that a conservative nominee with constitutionalist credentials would make it through. It would also send a warning to Chuck Schumer et. al. that Senate Republicans mean business.
